Hawaii Kai Neighborhood Board supports BICYCLE RESOLUTION

Please indicate your full name (first and last) and whether you are a bicyclist or not. If you are not a bicyclist, please give yourself a title – parent, soccer coach, teacher, etc.

Bicycle Safety Resolution
Hawaii Kai Neighborhood Board

WHEREAS, the voters passed Charter Amendment 8 by approximately 77% in the general election asking the city to make pedestrian and bicycle safety a priority, and

WHEREAS, there are a large number of bicyclists that ride around and through East Honolulu, and

WHEREAS, it is the duty of the state and county to ensure that the roads and paths that are marked as bike routes are safe and well maintained, and

WHEREAS, there has been a lot of development recently in East Oahu with many more people moving into Hawaii Kai and the surrounding communities bringing with them more cars on the road and a greater chance of accidents with bikers occurring, and

WHEREAS, it is in the best interest of the City and County of Honolulu and State of Hawaii to encourage people to exercise, especially children, and

WHEREAS, the year-round good weather makes it possible to commute to work and school by bicycle, thus decreasing the number of cars on the road

Therefore BE IT RESOLVED, that the Hawaii Kai Neighborhood Board asks the Mayor of the City and County of Honolulu and its relevant Departments and the State of Hawaii’s Department of Transportation to improve conditions for bicyclists by:

1.      Developing new bike paths, routes or bikeways in all new developments according to the East Honolulu Sustainable Communities Plan.

2.      Maintaining and improving where possible all existing bike lanes and routes in East Honolulu.

3.      Placing bike racks in all city, county and state parks.

4.      Restriping and painting the bike lanes on Kalanianaole Hwy. from Aina Koa Street to Lunalilo Home Road and from Kealahou to Makapuu Beach Park.

5.     Implementing procedures for the safe placement of temporary construction signs so as not to intrude in bike lanes

6.   Regularly trimming trees, bushes and grass that encroach on bike lanes and shoulders, specifically from Aina Koa Street to Lunalilo Home Road and from Kealahou to Makapuu Beach Park.

7.     Including input from the bicycling community on ways to improve safety for bicyclists during construction projects and the final design.

8.      Including additional bicycle safety questions in the state driver’s license exam.

9.      Straightening the guard rail along the makai side of Kalanianaole Hwy. Ewa of Lunalilo Home Road in order to increase the width of the shoulder.

BE IT ALSO RESOLVED, that copies of this Resolution go to: the Mayor, City Council members, the Department of Transportation Services, Department of Planning and Permitting, Department of Parks and Recreation, Kuliouou/Kalani Iki and Waimanalo Neighborhood Boards, Hawaii Bicycling League, State Department of Transportation, Senators Slom, Muramoto and Hemmings, and Representatives Berg and Ward.

4-25-06 The Hawaii Kai Neighborhood Board welcomes its newest member Elizabeth Reilly.Elizabeth Reilly is voted in to fill the vacancy for the At Large position. Pictured below is Murray Luther accepting a Certificate of Recognition from the House of Representatives for his many years of community service and devotion to Hawaii Kai. Murray was instrumental in bringing back the Hawaii Kai sign!

THE HAWAII KAI NEIGHBORHOOD BOARD HAS TWO NEW MEMBERS - READ BELOW - FROM THE JANUARY 31ST MEETING. CONGRATULATIONS MARIAN GREY AND JIM SHARP!

1-31-06 FILLING OF VACANCY IN SUBDISTRICT 2- Chair Muraoka asked for nominations to fill the vacancy in Subdistrict 2. Board member Houghton nominated Brad Coles. No second is required for nominations. Vice Chair Paresa nominated Marian Grey. No second is required for nominations. Hearing no objections, Chair Muraoka declared that the nominations were closed. They introduced themselves and gave reasons for why they wanted to serve. Resident Murray Luther spoke in support of Grey. Board member Levy asked each person to give the most important issues facing Hawaii Kai, which they did. Both supported the keeping of Kamilonui Valley in agriculture. Chair Muraoka, Vice Chair Paresa and Board member Houghton thanked both candidates for their community participation. Per the Neighborhood Plan, eight votes (a quorum) are necessary for any candidate to win. Grey received twelve votes and Coles received one vote. Chair Muraoka announced that Marian Grey would fill the vacancy. Chair Muraoka congratulated Grey and thanked Coles.

Board member Hanson nominated James “Jim” Sharp. No second is required for nominations. Hearing no objections, Chair Muraoka declared that the nominations were closed. They introduced themselves, gave the most important issues facing Hawaii Kai and gave reasons for why they wanted to serve. Per the Neighborhood Plan, eight votes (a quorum) are necessary for any candidate to win. Stewart received four votes and Sharp received nine votes. Chair Muraoka announced that James “Jim” Sharp would fill the vacancy. Chair Muraoka thanked both candidates.

Neighborhood Assistant Ho administered the Oath of Office for Grey and Sharp.

Chair Muraoka announced that the Hawaii Kai Neighborhood Board No.1 is starting off the New Year of 2006 with a full Board of fifteen members.
